Reviews

While equal educational opportunity was central to education policy in the United States in the 1960s and 1970s, this emphasis has given way to policies that focus on educational excellence, privatization, and accountability. These shifts are global, affecting education policy not just in the U. S., but also worldwide.... As a collective contribution to the research literature on equal education, volume 20 illustrates how the programs of philanthropists can provide natural experiments that test alternative approaches to public policy. The Gates Millennium Scholars (GMS) Program provides grants to high-achieving students of color with the intent of fostering a new generation of leadership in American society. The program has committed to funding about 1,000 new undergraduate students each year over a 20-year period, ensuring sufficient scholarship to meet financial need through their undergraduate education and even through graduate school in selected fields. - Introduction
